He was injured by the off duty policemen. If a member of the public gets injured, they automatically get charged with obstruction or resisting arrest. How else could the police explain the injury? We know "the police overreacted" is not an acceptable explanation to the police. That would imply some fault on their part.

Please explain why this message is being reported.
