A drug user that has committed no crime other than being charged with being stoned does not go to prison... The courts deal with them via rehabiliotation.

However, if the drug user commits a burglary or is in possession of a lot of drugs (is a dealer also) or hurts someone while stoned... those charges are added and the dumb@ss stoner is in prison for those charges...
