t tens of thousands of people are taken off the voter rolls & not allowed to vote because of appearing on such a cross check list.
In Missouri anyone can show up and challenge not being on a voter list and if for some reason they can't be verified they are still allowed to fill out a provisional ballot and it is checked out in more detail later. If they truly have a right to vote, their vote counts. If not it doesn't count.
There's a far bigger problem of people who have died or who have moved to a different area still being on the rolls than of people being improperly denied the right to vote.
One problem St. Louis County has, in my opinion, is how long it takes them to update their records. People have to register and have their registration postmarked 4 Wednesdays before any election. The last day for the Nov. 8th election coming up would be October 12, 2016, 27 days before the election. Someone moving into the state 3 weeks before the election can't vote.

St. Louis County upgraded their system and will be implementing it countywide this election. Hope it runs smoothly.
They're going to use the same or a similar system to what St. Charles County has been using & it's about time they got with the times.
Up until this election, though they did a few precincts with the new system last election, they had three steps that might have to be gone through to determine if a person was registered and at the right polling station.
They went to the books that had been printed out, but they're apparently already pretty out of date. If the person wasn't in there then they had to check a supplemental roster which was more up to date. If they weren't in there they had to go with little palm pilots that they had downloaded more recent info into, apparently up to date as of ~27 days ago.
How ridiculous is that?
Now they're going to use computers where many of the IDs can be scanned.
The current system of allowing things like a utility bill for identification are ridiculous. Come on, this is important enough that the state ought to be able to allow picture IDs and registration within 1 day of people applying. The technology is certainly there. Six Flags registers people same day and gives them a picture ID with fingerprint verification within minutes. Why the heck can't our government give free picture IDs to anyone who wants to vote... if they don't already have a driver's license of state ID card, of course.
