going to class is not cheating. That is their job.
Anthony Peeler was assigned a chaperone at Missouri, who monitored if he went to class. Because he needed it and was having academic troubles, and because MU had a vested interest in him staying academically on top of things.
You aren't alleging that Clark was unable to get his grades at the level they needed, which is outside of the department's control. You said he wasn't going to classes, which as part of his academic probation was required. That is absolutely something that can be monitored and controlled if you are on top of things.
