seems inordinately concerned with the feelings and rights of criminals and thugs?
She cannot make a statement without beginning with what a great place charlotte is and how we work together, and the great history of the city.
Shut up.
Try this:
"If you break the law, you'll be captured and sent to prison. If you attack a cop, there is a good chance you will be shot. If you throw a rock at a cop or civilian, there is a good chance you will be shot. And if you survive, you will go to jail.
As your mayor, i am less concerned with what you believe are your rights to riot and deprive others of live and property, than i am with the citizens of our city whose lives and property you endanger."

She's a lib iiuc. She's a touchy feely sympathetic nurturer. That's sweet. When your city burns, make sure you tell us what a great city it is/was. Be careful to guard the rights of criminals at the expense of the decent people in the city.
