Your timeline is also exaggerated - Mizzou made the investigation public in January, and submitted the Summary Disposition report sometime thereafter - I'm not sure of the exact date but the January press release implies it was not yet complete at that time. ("Once the collaborative Summary Disposition Report has been prepared, it will be submitted to the Committee on Infractions for review"} The NCAA published their report in August. Less than eight months is not an unreasonable amount of time for an NCAA case to be reviewed and finalized.
