for a 103 pound female that refused to follow commands. She allegedly was brandishing a knife which she held because she was trying to get back her cell phone.

If she had only listened to commands to stay put, then this wouldn't have happened. Now there are those that suggest that Madison Police Department could be criminally liable for excessive force. They did use a taser twice on her as she was difficult to control. When she threatened to bite the officer, they said they would tase her again.

As a sidenote, she acknowledged that her actions were inappropriate against citizens, but she has been given alternative restoration and will avoid jail time. She had no prior record.
