But that should not be the end of the story. If the mayor had any intellect, they should accept the check, then donate the funds to charity and issue an executive order to the agencies that report to him to leave kids alone for dumb stuff like this or be punished.

That is how government should work. The people that wrote those codes into law never intended for them to be used that way. This is why some people hate government.
