If so, who and under what situation?

Here are some scenarios to consider. Throwing out some random ideas.
-Child molesters?
-People that have already had their kids taken away due to child abuse or neglect?
-People with severe genetic issues likely to pass on to offspring?
-Mentally disabled people that have no way to support themselves or children?
-Clinically insane people living in an institution?
-Should gays and lesbians be allowed to have children?
-Should people already on public assistance be allowed to have more children?
-Convicted murderers that have been released?
-Those addicted to drugs or alcohol?
