Requiring citizens to PAY for and complete a class is an infringement. Much more harm can be done voting, and I doubt anyone would want to pay for a class to learn how to vote. The Jews were required to register their guns in Germany in the 1930's. Got on a list that didn't work out too well for them. CCP is a list. Many don't know history or use their brain.
