I am a gun owner several times over, and I believe in gun rights and advocate for responsible people to exercise their right to carry if they choose to do so, but there ought to be documentation of training and some level of proficiency before a person can legally carry a firearm around in public.
In fact, I have felt for a long time that people ought to be required to show proficiency on every gun they intend to carry around in public before they are allowed to legally carry it. I am certified to teach handgun safety courses, and I am well aware that many people show up to class with .22 cal pistols that are easy to aim and shoot so they can pass the certification class. After the class is over they carry a larger caliber gun they were afraid to try to qualify with during their training class.
It's no different than requiring people who drive to pass a driving test. The difference between a .22 pistol and a .45 pistol is equivalent to the difference between a Festiva and an 18-wheeler. Totally different animals.
That's my two cents.
