Going whole hog to ramp up the statistics fairly quickly is not likely to have a good impact on quality faculty.

Whoever has been doing the hiring lately seems to have done an exceptionally poor job of it anyway. Step one should be to fire those responsible, then get in someone decent to set the foundation for a quality hiring system.
