Because honestly, everyone from the suburbs is commuting into the congested areas for work, so accident rates might actually be higher in the 'burbs than in downtown. People who already live downtown dont have to drive near as far.

Their main issue is a much higher theft & vandalism rate when living downtown.

So there's tradeoffs everywhere.

Then the people WAY out in the country, even thoug their insurance is cheap, they hit a ****load of deer, get tons of rock chips from gravel roads, etc.
