Gowdy came right out and said that all their relentless investigations have been successful in hurting Clinton at the polls. Fox and the right relentlessly report and repeat the words liar, liar, liar, liar, emails, emails, emails, emails.
Eventually that has an impact. W used that technique very effectively as well in tying Saddam to 911, never directly -they were careful about that, but effectively. Re-iffication is an effective propaganda technique as shown.
