If it was only black fathers who weren't taking care of their kids, then your statement would be true. Here's a study that shows there are differences by race and it is statistically significant between blacks and whites. However, this study showed that within their sample, 54 percent of white fathers complied with child support orders compared to 39 percent for black fathers. Yes, there are differences, but there is still 46 percent of white fathers that didn't make child support payments when ordered to by the court according to this sample.
