As the occasional guy discovers his girlfriend needs some while she is in his dorm. Why go into a hissy fit over a handful of tampons? Makes you look silly.

I suspect one reason for putting them into men's restrooms is to raise awareness of the issue among the male student body. Student activists do things like that. Note: They got your attention and would you have paid any attention to this issue otherwise?
