If they did, it would have been implemented under Bush. Solutions such as offering plans across states; minimizing tort reform; pushing markets might make it better for younger, healthier workers. However, it doesn't address the problem of adverse selection where people who want health insurance are those that are sicker.
Markets can't effectively deal with that unless they push premiums much higher. That's just not amenable to the Baby Boomers who would be worse off with freer markets.
