whether you think the wars were immoral is a matter of opinion. Her criminal behavior is not a matter of opinion. Secondly, both sides supported the wars. Therefore to point out "Pub war hawks" makes no sense and wars are done by the collective powers not one person. Her criminal behavior is hers individually and she should be judged based on that.
