That is the wink and nod arrangement between the media and activities. The activists know they can get their voices heard if they do certain things, and the media likes "controversy" to generate clicks.

Sure everyone in both industries understands how the process works and both sides play their role to the hilt. Only the rubes actually fall for the con.
