are forced to 'volunteer' if they want to live there & continue to live there as is the case with governments around the world throughout history... just like the United States... and the individual states... and counties... and cities.

People who inherit property within the self-defined boundaries of an HOA are forced to abide by those rules and bylaws and to pay the fees/taxes/assessments that the HOA levies against each of the residents. They no more "volunteer" and pickle does to remain a citizen of the United States.
