But the hair cannot be in the eyes and it must be off the collar.

Would it be considered natural for a white boy's hair if unshorn, to grow below his collar and even over his eyes?
Would demanding a haircut be racist, IN HIS OWN COUNTRY?
You can disagree with the standard. You can say it is too restrictive and accomplishes nothing of significance. You can say that it does not affect how one thinks or speaks or writes.
