supporting the north south expansion into south county. He blamed the process, but everyone knows damn well south county (Stenger's home turf) doesn't want metrolink down there.
He gets on board with this idea so he can say hey, I'm pro metrolink expansion, like I said. It also will resonate with the increasingly black population in north county (not just Ferguson). It will probably never happen and he gets press being pro expansion and appears to throw a bouquet to blacks in north county. It's all about his optics when he's running for a second term.
