investigate the new crimes and try the new crimes, let alone the incalculable cost to the victims?
we have this strange thought that A. we can rehabilitate people in prison and B. that it's cheaper to put people on parole/probation than to keep them incarcerated.
in theory that's great, but when the 5 year recidivism rates are at 78% i don't think it holds true.
