You can't lump kids into a freaking chart to determine what circumstances they are allowed to be left alone. Isn't that for the parents to decide? Even at age 3, all kids are different. I probably give mine a lot more independence than a typical 3 year old get, because as a parent I know my own kid and what she can handle.
