the length of the pass often time is an indicator of the completion ratio?

Screen passes can be completely 90% of the time, throws 0-10 yards behind the line might be 70% and throws 10 yards beyond the line might be 45%. So why point out that throws 15 yards beyond the line are proof of the receivers inability compared to a pass 2 yards behind the line?
