I've never seen Germany or Canada anywhere near the top of any list I've seen.

Either way, price control while maintaining a competition aspect is key. For-profit hospitals and insurance are okay as long as there's a reasonable control of costs and profits.

How to implement that, I don't know. I do know that putting the government in complete control is not optimal.
