EPA as Barack Obama's EPA. He is trying to be Democrat enough to win the 2 big cities and Republican enough to win the rural vote. He and Kander both supported Amendment 1 which was a calculated move to be able to get statewide Republican votes. One of his best quotes was "Today, Republican moderates are all but extinct."
