Phil Steele is a numbers guy. His rankings rely heavily on who returns from the prior season & the numbers they put up for the prior season.
Steele's football magazine rated the Tiger DL as #2 in the SEC and had both Brantley & Brady starting. Their loss reduces the number of returning starters to three & the returning production, I.e. the Tigers had 28 sacks in 2015 with Brady having 7, tie with Harris.
Many on this Board expect Frazier to be as good as Brady. He was Brady's back up last year, started only 3 games & his production was substantially less than Brady's. Therefore, Steele apparently does not rate Frazier as highly as the Board does.
Another example is the true frosh Tre Williniams. Steele seems to put great reliance on his Phil Steele numbers in evaluating incoming frosh (a composite score based on the ratings given to a player by the various recrruiting services/sites). Williams' Phil Steele number is 91 among incoming frosh defensive linemen (Beckner's number was 4). Again it seems to be a case of some on the board rating Williams much higher.
I would also suggest that the difference between the rated lines is probably very, very small.
