The deep state can easily block any proposal it does not like in congress. That lets its front men (in this case Hillary), take popular positions while campaigning with zero risk they will actually be implemented. This is one way the deep state works. It is all scripted.

But remember this, the deep state wants to maintain a decent quality of life for a substantial portion of the population to insure domestic tranquility in the homeland of the empire. Scapegoating to deflect accountability works find within a certain range, but when you get outside of that range, people get aggrevated no matter how tight your control over the "narrative".

So maintaining a basic quality of life for the majority in the majority ethnic group is necessary for US soft power purposes. This is why the deep state allows policies in the USA that it doesn't allow in some vassal states. Don't assume the deep state is opposed to all socially beneficial policies at home. It has to modulate discontent in the USA for soft power purposes.
