However, that doesn't mean that other nations aren't contributing. From 1985 to 2005, European spending on NATO exceeded or met 2% nearly that entire time.

As GDP grows, if the defense spending is stagnant or increases minimally, it will fall as a percentage, but that doesn't mean countries aren't contributing.
