whose violent offenses couldn't be prosecuted because the victims wouldn't testify, or COULDN'T testify, or it was easier to deal those away to get a guilty plea.


But hey, let's just have a revolving door policy at our prisons. Let em in, let em out. Give em another chance...and another....and another....and another.
