just like the cop in MN & this one in MIA - that doesn't mean they committed a crime.

They (and their employer) can be held liable in civil venues, while not convicted of criminal charges. This cop in MIA will say the dude with his hands up twitched, he thought the guy was going for a gun, blah, blah, blah...and he'll be acquitted in a criminal trial. It's tough to convict a cop of wrong-doing for ****ing up.
