CNN ran the original story back in November.
That USA politics today dot com fright wing site ran the story a few days ago passing it off as just having occurred. Whipping their sheep into a frenzy thinking that France IMMEDIATELY struck is is in response to the Nice attack while Obama is just a big puss and does nothing. The sheep ate it up. The responses in the comment section were HYSTERICAL.
