sort of asterisk or caveat or whatever, that the U.S. could, indeed should, have some sort of exception to the rule process.
For instance, it is alleged that Rockefeller & Papa Bush were supplying Hitler during WWII. I think the U.S. has a legitimate interest in stopping that type of trade.
But think that it would have a tendency to be overused and therefore a process for putting any such restriction in place and a process for removing any such restrictions... and checks and balances on the government's power to do so.
