I think there are static stops where you pick up

resources or something. Players can also place things in those stops that attract Pokemon to that area for a period of time. At least that's what I can piece together from my kid and coworkers. So when those stops have the lures placed, people flock around.

I was driving home late the other night and saw a bunch of cars parked down a dead end road next to a water tower. It looked like some shady business going on but the next day a coworker told me that water tower is a stop.
