Complicate it.
The 25 main limit should stay in place, but it should only apply to high school or junior college recruits.
I see no reason to have a limit on transfers up to the total scholarship limits, but if they feel compelled to do so, the very obvious and simple rule is you can bring in as many transfers as you lose in any given year.
