Coaches can choose whomever they want to recruit and players can decide to play for whatever coach they choose. Black players tend to prefer to play for black coaches but since the percentage of them in D1 is less than 30%, black players cant all play for them. Now the flip side of that is, white players tend to prefer to play for white coaches, and white coaches tend to recruit white players at a higher rate. Now there are outliners and variables that players and coaches take into account when making those decisions outside of race.
I have no problem if Wisconsin or Iowa tend to recruit more white players, it’s usually best if coaches and players choose situations that are most comfortable for them. A certain player may not want to hear BLM(as an example), another player may want to hear more BLM support from his coach, regardless of said players race. We cant assume all black players/coaches or all white players/coaches have the same views.
