There should be absolutely zero GOVERNMENT restrictions. That doesn't mean there won't be private organization that audit, test, and certify businesses with their own regulations. However, that would be up to the company to decide if they want to go through that process. And it would be up to the consumer if that is important enough to only go to businesses that choose to have gone through that process.
