Restitution instead of punishment

Sometimes restitution cannot be made fully(like in the Chauvin case) and arbitration between the two parties is needed


My ideas on this are not complete but the current system is a failure. 20% of all prisoners worldwide are in the US. Do we have 20% of the worlds criminals here?
