No facts support your assertion. You need to check out the record of state championships in basketball. SW Missouri reasonably represented. This year the secnd and third rated teams in Class 6 are from SW Mo. SW Mo also produces a proportionate number of D1 recruits per population. Most of the best of SW Mo haven't gone to Mizzou. Hasn't produced a superstar like Tatum or Beal but has put some in the NBA. (Tolliver and Wagner for example neither of whom went to Mizzou)
By the way only two recruits from SW Missouri to Mizzou in last five-ten years that I can think of haven't played for us yet and are in this years class. Both have had great success playing AAU in top levels. Both had offers from other Majors. Brazile's were later in coming.
