Vanderbilt is a private university. The other thirteen SEC schools are public universities.
The Freedom of Information Act applies to public universities. It can be used to access information at public universities. I don't know off the top of my head if the FOIA is applicable to Vanderbilt or not, however it is generally applicable to the other thirteen public universities that are members of the SEC.
Title IX requires universities to supply certain data regarding their athletic programs to the Dept. of Education which in turn publishes it on the Equity in Athletics Website. Vanderbilt's information is available on the website.
