What happens with scholarship limits next year?

Especially for conferences/schools who opt not to play. Will the NCAA allow all schools to increase their scholarship limited to say 100 or 105 to accommodate both the seniors who didn't play this year and incoming 2021 freshmen? Seems like it could be a real can of worms.
