However, I've read that the cap going down would severely hurt teams and their planning, so they may just borrow cap money from future years in order to keep it flat, instead of going back. If that happened, it'll eventually go up still, but it'll take some time for it to increase substantially if they're borrowing money from future years, depending on what the shortcoming in revenue may be this year.
