And it's mostly a bunch of bull****.

Gov't and its various politician flunkies steals cash from the citizens, via maximum force; they keep some for themselves; give some away to their buds; and then spend the rest to buy votes.

And then we the people whose votes can't be bought get a fraction of our stolen cash back from these "public servants," in the form of various inefficient, often corrupt "services," all with various strings attached.
