in mass amounts of money this week with the sell off of stocks, bonds and other instruments of capital?

It would almost have to be, with the associated adjustments downward in prices to cover the cost of the tax, as any decent investor (and the fund managers are) factors in all costs prior to making a sale or buy.

At least that seems to be one view of it economically. I'm sure from the democratic socialist view, it may be different.
