The Obama Czars were people brought in from outside of government, who may or may not have had specific expertise, to lead efforts.

In this case, Trump made clear the medical experts are leading the charge. Since the NIH Director has more obligations than simply this, Pence would be the point person to coordinate the how the government responds to the medical findings and recommendations. No outsider was brought in. Medical experts are leading the charge. Pence, because he knows government so well, is handling how the medical piece interplays with the governmental aspect.
