I think they refused FBI help because of how easily they were hacked. They knew someone screwed up bigly and did not want them to face the embarrassment.
The Russians are a red herring here because the methods they used to “interfere” are no different than those used by George Soros or any other donor with deep pockets. I have seen no evidence to suggest that they broke any laws. Posting stories, memes and opinions on social media would seem to be covered under first amendment rights that extend to foreign nationals living in the US.
