It means “something is the case on the basis of probability.”.... this kid was caught in the act and was factually guilty and awaiting his plea bargain or guilty verdict.

You will not find ‘presumed innocent’ (or any such variation) in the US Constitution. Just a protection from excessive bail and a requirement of due process.
