With a school, allow them to sign with a NFL certified agent. Allow that agent to make loans based on future NFL earnings.

Also, allow them to enter the draft after their freshman year, can only get a signing bonus, cant actually play for that team till after their jr year. If they chose to stay their sr year that can re-enter the draft

This is ALL NFL driven and institutions need only insure a handful of agents aren't influencing the kids on what school to go to.

This would work for all pro sport leagues
