conferences set a salary cap for each sport. Alabama would have the same $$ to sign high school players as Vanderbilt.

If Bama wanted to use 25% of their freshman pool of cash on the #1 DE they can. They have a limit amount of $$ to sign high school players. Once they spend their allocation they can only offer scholarship

This way the HS talent can't flock to the same small group of P5 schools. Salary caps would work

Of course players getting paid for their likeness is a different issue
